# 6.8 Doppelzählung

Es gelten die Bestimmungen des NCS Kap. [5.7](https://standard.nature-value.org/readme/5-crediting/5.7-no-double-counting).

Es ist möglich, dass die erzielten Emissionsverminderungen auch anderweitig ausgewiesen werden. Die Länder rechnen sich die Veränderung des Kohlenstoffvorrates im Wald bis zu einem definierten Maximum in der nationalen Klimabilanz an (Verpflichtungsmarkt [Ref. 37](/iifm/iifm_de/readme/references.md#id-37), [40](/iifm/iifm_de/readme/references.md#id-40)). Die Staaten tun dies in der Regel, ohne die Waldeigentümer am Gegenwert partizipieren zu lassen.

Bedingungen zum Ausschluss der Doppelzählungen (tlw. in Anlehnung an [Ref. 69](/iifm/iifm_de/readme/references.md#id-69))

1. Ein direkter Beweis, dass das Risiko einer Doppelzählung vermieden ist (contribution claim) oder Hinterlegung mit einem anerkannten Zweitzertifikat\
   oder
2. Eine Stilllegung einer entsprechenden Menge an VER im nationalen Anrechnungssystem\
   oder
3. Eine betreffende Bestätigung der zuständigen Behörde des Gastlandes zur Doppelzählung wie z.B. Ref. [39](/iifm/iifm_de/readme/references.md#id-39) für die Schweiz

Zu 1.: Nachweis zur Nichtverwendung der VER zur Kompensation (contribution claim) oder Hinterlegung mit einem Zweitzertifikat erfolgt spätestens beim Verkauf.

Zu 2.: Der generelle Ausschluss von DZ zum Beispiel durch Bestätigung der zuständigen Stelle eines Landes, muss schon bei der Verifizierung vorliegen.

Zu 3.: Bei Stilllegung einer entsprechenden Menge an VER im nationalen Anrechnungssystem, genügt ein Schreiben der zuständigen Stelle, dass die Möglichkeit zur Stilllegung besteht. Die Prüfung, ob dies erfolgt ist, erfolgt spätestens bei der nächsten Verifizierung.

Die Art der Vermeidung der Doppelzählung wird im Projektregister vermerkt und ist Prüfsachverhalt der Folgeverifizierungen (Erhebung von FAR für die Folgeverifizierungen).
